Executive Order Regarding Homelessness

KCRHA is in the process of assessing the potential impacts of the executive order signed by President Trump on July 24, 2025. The order directs the U.S. Attorney General (AG), U.S. Department of Housing and Urban Development (HUD), and the U.S. Department of Health and Human Services (HHS) to take the numerous actions related to homelessness including:

  • Assess whether discretionary grant programs can prioritize municipalities and states that enforce prohibitions on actions including urban camping or standards that move individuals with behavioral health issues and are a danger to others to treatment facilities via civil commitment.
  • Review whether recipients have violated terms of federal homelessness assistance programs and freeze this assistance.

Since the administration announced the executive order, KCRHA has started strategizing with internal departments, funders, and other external partners who rely on HUD programs such as the Emergency Solutions Grant (ESG), HOME Investment Partnership Programs, and the Community Development Block Grant (CDBG). We’ll have a better understanding of the impacts once HUD releases the Fiscal Year 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).

Now more than ever, advancing regionalism is essential to address the threats to our stretched homelessness system collaboratively.
