At KCRHA, one of our functions is to administer funding contracts to service providers working to address homelessness in Seattle and King County.  

Of KCRHA’s $200+ million budget, over 95 percent of those funds are pre-allocated to their respective recipients when they arrive to us from our primary funders including, City of Seattle, King County, Washinton State Department of Commerce and the US Department of Housing and Urban Development (HUD). 

We also receive a small number of funding opportunities for which we conduct a competitive bidding process. Eligible applicants may include nonprofits, community-based organizations, faith-based organizations, and tribal agencies. Each procurement will outline the specific eligibility criteria for that funding opportunity.

Notice of Funding Availability (NOFAs) 

A Notice of Funding Availability (NOFA) announces upcoming funding opportunities and is used to inform applicants of anticipated funding for homelessness services.  

Request for Proposals (RFPs), Request for Information (RFIs) Request for Quotations (RFQs) and Request for Qualifications (RFQs or RFQuals) 

  • A Request for Proposal is a competitive process for agencies to apply for funding to manage a specific project using funding provided through KCRHA that has not been previously allocated by our funders. Upcoming Requests for Proposals will first be listed in the Notice of Funding Availability section of this website. 
  • A Request for Information is a formal information gathering process that provides a structured process to ask for input on program design and organizational needs. 
  • A Request for Quotations is a solicitation in which KCRHA invites applicants to submit price quotes and bid on a specific project or job.  
  • A Request for Qualifications is typically used as a step to establish a pool of agencies that are qualified for a specific service for which KCRHA expects to be needed. When the need arises, KCRHA is then able to select from the pool of candidates for the service. Usually, a follow-up procurement process, such as a Request for Proposals (RFP), will be needed after the Request for Qualifications.

Once finalized, KCRHA will issue detailed notices of funding availability for each investment as the release dates approach.   

KCRHA seeks to collaborate with a diversity of service providers across Seattle/King County in accordance with KCRHA’s Theory of Change, in order to extend the Seattle/King County continuum of comprehensive, person-centered solutions to homelessness.

Severe Weather Request For Qualifications  
 
The purpose of the Severe Weather Request for Qualifications will be to identify organizations in King County that have an interest in supplying emergency shelter and/or supplies in response to severe weather and emergency conditions (cold, heat, smoke and other hazards and emergencies) for individuals and/or families experiencing unsheltered homelessness. 

This process is unfunded but is required to apply for future Severe Weather and Hazards funding.

Runaway and Youth Homelessness Programs RFP 
 
The purpose of this RFP will be to support programs for runaway and homeless youth by addressing rising operating costs, the decrease in private support since COVID, and state budget cuts and changes in federal funding qualifications that have led to funding reductions.

King County-City of Seattle Continuum of Care (CoC) System Collaborations and Partnerships Request for Information (RFI) 
 
The purpose of this RFI is to obtain information on collaboration and partnerships between homelessness services organizations and other system partners in anticipation of the 2026 Department of Housing and Urban Development (HUD) CoC Notice of Funding Opportunity.

FY26 Continuum of Care (CoC) Transitional Housing Request for Letters of Interest (RLOI)

The intent of this RLOI is to determine if any qualified service providers are interested in assuming funds and project requirements for a relinquished CoC transitional housing project. If multiple parties express interest, a subsequent RFP process will be released. Organizations must submit an LOI in order to apply for any subsequent funding process. As the project budget and household number has been approved by the Department of Housing and Urban Development (HUD), the project requirements cannot be negotiated and few changes are possible. Due to this, KCRHA seeks to ensure it is aware of all interested parties before running a lengthy RFP process.

The intent of this RFP will be to receive proposals from providers interested in renewing or seeking new federal CoC funds for projects including Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), Transitional Housing (TH), and Supportive Services Only (SSO).  Final funding decisions are determined by HUD.

Each year, the U.S. Department of Housing and Urban Development (HUD) provides funding for homeless assistance programs authorized under the McKinney Vento Homeless Assistance Act, as amended by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act. These funds are awarded through a national competitive process outlined in the HUD FY 2026 Continuum of Care (CoC) Competition and Youth Homelessness Demonstration Program (YHDP) Grants Notice of Funding Opportunity (NOFO).

The NOFO establishes requirements for Continuums of Care (CoCs) and for individual project applicants included in each CoC’s submission. In preparation for HUD’s FY 2026 NOFO, KCRHA—as the designated Collaborative Applicant for the Seattle-King County CoC—conducts an annual local competition and evaluation process.

The King County Regional Homelessness Authority (KCRHA) is pleased to announce an upcoming Request for Qualifications (RFQ) to identify a pool of qualified agencies to provide the region’s emergency response to severe weather and emergency events for individuals experiencing unsheltered homelessness. KCRHA supports a regional severe weather and emergency event response that includes providing secure and dignified temporary emergency shelters and essential supplies for unhoused individuals seeking refuge from adverse weather conditions (i.e. snow, smoke, extreme heat and cold) and emergency events (i.e. biological, geophysical, intentional, and infrastructural hazards).

The State of Washington’s Public Records Act (Release/Disclosure of Public Records) Under  Washington State Law (reference RCW Chapter 42.56, the Public Records Act) states that all  materials received or created by KCRHA are considered public records. These records include  but are not limited to: RFP/Q narrative responses, budget worksheets, board rosters, other  RFP/Q materials, including written/or electronic correspondence. In addition, KCRHA RFP/Q  application materials are released to rating committee members and all rating committee  members must sign and adhere to the Confidentiality and Conflict of Interest Statement.  Personal identifiable information entered on these materials are subject to the Washington  Public Records Act and maybe subject to disclosure to a third-party requester. Examples of  personal identifiable information include:

  • Financial Account Number
