Late last week the U.S. Department of Housing and Urban Development (HUD) reissued the FY24-25 Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) program. The reopened NOFO seeks to meet the requirements of the preliminary injunction imposed by a federal judge in December 2025 and reflects HUD’s expected actions as long as the preliminary injunction remains in effect.
After reviewing the NOFO language, KCRHA understands the following:
- The reissued FY24-25 NOFO does not include: a cap on permanent housing, required compliance with executive orders issued by the current administration, service intensity requirements, and many of the other policies that were included in the prior FY25 NOFO.
- All projects renewed for HUD FY24 funding (the most recent round of awards) are automatically eligible for renewal.
- Renewing projects must be notified if they will be renewed by January 25, 2026;
- CoC’s only seem able to fund new projects through the reallocation of funds, not bonus funding.
- HUD will post exact questions and information needed for applications by Friday, January 16.
- Final applications to HUD are due February 9, 2026; and
- Grant agreements are unlikely to be issued prior to May 2026, perhaps substantially later.
KCRHA will notify all projects whether the request for the renewal is accepted by Friday, January 23. Depending on the information required by HUD for application submission, KCRHA may request additional information for each project.
At this time, KCRHA does not anticipate that bonus funding for new projects will be available or that applications for new projects will be sought. KCRHA will send out subsequent communication if funding will be available for new projects.

On December 19 a federal judge issued a preliminary injunction striking the FY2025 Notice of Funding Opportunity (NOFO) by the U.S. Department of Housing and Urban Development (HUD). The judge also directed HUD to proceed using the FY2024 NOFO. Despite the Court ruling, HUD released a revised FY2025 NOFO for public review after the hearing. HUD stated they will not implement or enforce this revised NOFO pending further court order. Friday’s ruling was in response to a lawsuit filed by the National Alliance to End Homelessness, King County, the State of Washington, and other groups against HUD for terms in the initial FY2025 NOFO released in November.
KCRHA will not reopen its local application processes or restart work on a reissued NOFO. We understand there likely will be further hearings or injunctions regarding the revised FY2025 NOFO. At this point, however, the risk of needing to proceed with a revised NOFO process is low. We will continue to email updates and keep kcrha.org updated as the situation progresses.

Today a federal judge issued a preliminary injunction in the case brought by the National Alliance to End Homelessness against the U.S. Department of Housing and Urban Development (HUD) for the terms of FY2025 Notice of Funding Opportunity (NOFO). King County and other plaintiffs were a part of the suit.
KCRHA will not reopen its local application processes or restart work on a reissued NOFO if HUD carries out its stated plans to reissue the revised NOFO. We understand there could be further emergency hearings or injunctions; the risk of needing to proceed with a NOFO process is low.

KCHRA has received information that the U.S. Department of Housing and Urban Development (HUD) intends to release the revised FY2025 Notice of Funding Opportunity (NOFO) as soon as tomorrow, December 19 or sometime next week. While we do not know the exact timeline or contents of the revised publication, we are preparing a renewed effort to respond. When the NOFO is released, we’ll alert providers and partners and follow up with more information. We recommend routinely checking our website and subscribing to our email list here to stay fully up to date.

KCRHA is indefinitely pausing the local requests for proposals and application submission processes related to the FY2025 Notice of Funding Opportunity (NOFO). On Monday, the U.S. Department of Housing and Urban Development (HUD) withdrew the NOFO for Continuums of Care (CoC). At this time, HUD has not indicated when the revised NOFO will be made available.
KCRHA anticipates that many of the conditions and requirements initially proposed by HUD could be carried over into a reissued NOFO and strongly encourages agencies to continue their planning in anticipation of either needing to submit a transition grant or having the opportunity to receive a new award from HUD. Please respond to this short survey as soon as possible to help KCRHA prepare for those expected steps.

Earlier today the U.S. Department of Housing and Urban Development (HUD) withdrew the FY2025 Notice of Funding Opportunity (NOFO) for Continuums of Care (CoC). In a statement posted to their website, HUD said they intended to make revisions and plan to reissue the NOFO. KCRHA has not received a timeline on how quickly the updated NOFO will be released. We are evaluating next steps and will reach out to providers when we have more clarity.
The recurrent CoC NOFO process impacts $65 million in federal funding for programs in our community, including Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), and Transitional Housing (TH). This funding is a critical resource that helps address homelessness and keeps vulnerable members of our community housed.
