Changes to Federal Funding will Increase Unsheltered Homelessness in King County

Thursday afternoon the U. S. Department of Housing and Urban Development (HUD) issued the FY2025 Notice of Funding Opportunity (NOFO) for homelessness Continuums of Care (CoC). The King County Regional Homelessness Authority (KCRHA) is the lead for WA-500, the Seattle-King County CoC, and applies for these funds on behalf of the entire CoC in King County. We work very closely with the county, City of Seattle, and providers to prepare and submit the application. Our CoC typically receives $65 million of these funds which are used to support programs such as Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), and Transitional Housing (TH).

As anticipated, the new policies and priorities outlined in the announcement would immediately create a funding gap of up to $40 million compared to our current allocation. Other new provisions of the NOFO could put an even larger amount of funding at risk. KCRHA will continue to work with partners to ensure that we utilize this opportunity to enhance our programs and systems while maintaining stability in shelter and housing investments, thereby keeping our most vulnerable community members inside.
