The Governing Board typically meets every third Thursday of the month from 10:00 am – 12:00 pm PT.

The Governing Board is responsible for setting strategic policy direction for the King County Regional Homelessness Authority, providing fiscal oversight, and ensuring the Authority is making adequate progress in fulfilling its mission.

Councilmember Kelly Jiang

Yvonne-Monique Aviva is the Senior Director of Residential and Foster Care Services at Friends of Youth. She leads a division focused on homeless youth and foster care, blending her expertise in organizational change with a fierce commitment to racial equity and inclusion. Known for her ability to drive complex initiatives, she centers youth voices in the design of solutions, ensuring that the services and systems she helps build truly reflect the needs of the community.

Ellyse Bracken is the Executive Director of BRIDGES, PNW Alternative Peer Groups, where she works to support youth in early recovery and provide them with the tools to change the trajectory of their lives. Prior to this role, she managed contracts and grant-funded programs at Uplift Northwest (formerly the Millionair Club Charity), helping individuals experiencing homelessness connect with employment opportunities.

Kent Hay is the Human Services Director for the City of Auburn and oversees the Department of Anti-Homelessness. Kent Hay has worked for the City of Auburn since 2020 and has worked within the social services and criminal justice field for over 20 years. He believes that everyone should have access to true (within their price range) affordable housing and that everyone experiencing homelessness South King County should have access to sheltering within their city.
